Waldref, 49, had an emergency and died Jan. 15 while lying on the ground in subzero temperatures at a bus stop near a busy Milwaukee intersection. Despite calling 911 and reporting she couldn't breathe minutes earlier, her emergency was mistakenly given a low-priority response. The ambulance crew sent after her did not see her lying on the ground or search for her on foot, outraging local elected officials and spurring changes to the Milwaukee Fire Department's standards for locating patients. She remained on the ground for another 15 minutes until a passerby stopped and called 911 again. The final cause of death adds clarity to the kind of emergency Waldref suffered, when previously there had been significant confusion over the matter.

Jolene Waldref died of high blood pressure and heart disease, the Milwaukee County Medical Examiner's Office said Tuesday.
Waldref, 49, had an emergency and died Jan. 15 while lying on the ground in subzero temperatures at a bus stop near a busy Milwaukee intersection. Despite calling 911 and reporting she couldn't breathe minutes earlier, her emergency was mistakenly given a low-priority response.
